appearing to have been accounted for in a manner to the Government, by him; the Local Authorities called upon me for a refund of such sums as I acknowledged to have received Twenty Nine Hundred Dollars; against which I raised an objection, as the monies having been passed over to the aforesaid M. Rewman by me, I did not consider, that I was in any degree responsible;
- meeting was convened before His Excellency The Governor in Executive Council, and the decision formed (as Your Grace will observe on reference to the enclosed Copy of Letter) was one of a most unfavorable nature towards me), whereby my character in public life is not only most seriously jeopardized but my prospects in other respects likely to become utterly ruined.
It is in consequence thereof that I now most humbly and respectfully beg to lay before Your Grace my humble appeal against the aforesaid Decision, and in furtherance of my object - Most deferentially to submit the following observations for Your Grace's kind Consideration.
When I returned to this Colony, on the expiration of my leave in September last, I immediately saw that in many instances the Conduct of the Office, had been carried out in a loose manner; very large Credits having been given from time to time to Masters of Vessels staying in the Colony and Others whose means were very precarious, Several Books not posted up, and many records had not been kept at all; but although I frequently urged on the attention of M. Newman the importance and necessity for his causing some alteration in the system, it was not until I threatened him with making a formal report to His Excellency the Governor on the Subject
